Twenty-three years have passed since the rise of the Qi. The realm is once again at peace. Successive sagely rulers have redoubled their brilliance, and the hundred deities have received their offices. Heaven is balanced and the earth is perfected; rituals are harmonious and music flows freely. Swords and halberds have been melted down, and the rivers and seas are without waves. The Emperor embodies the highest sagacity and fulfills the martial heritage of King Wu; with supreme virtue he nurtures the common people. The great luminary oversees the Red District; his deep benevolence descends like dripping moisture, and his gracious transformation subtly pervades. He gloriously mirrors the six dark realms and brightly revives the eight quarters. The flags of Yao have already been raised, and rustic carts arrive from afar; the nets of Tang have opened, and small winged creatures all find their dwelling. Auspicious vapors gather upon the altars; glorious radiance hangs like a veil over the riverbanks. The dark tortoise brought forth the tally, and the green turtle opened the register. The palace pavilions are busy in the morning, while the thorn hedges are quiet at night. The western pipes harmonize with the pitches, and southern fragrant wine welcomes the spirits. Customs of those wearing fish skins and holding turtles bring offerings and request officials; chieftains of those with turned-back heels and long thighs prostrate and bow their heads to the ground. The four seas are awe-struck, and peace and fortune prevail inside and outside. The watchtowers have no alarms, and scripts and axle-widths are universally unified. Yet he still regards sitting back upon the throne and hanging the imperial pendants as petty deeds of the mortal world, and the completion of merit and the establishment of order as a minor way within the realm. He casts his heart into the ocean of enlightenment and binds his intentions to the mysterious gate. Holding the bright pearl in his hand, he receives amṛta upon his crown. Taming gods and humans, he does not indulge in the grandeur of the lofty halls; fully endowed with clear vision and conduct, how could he care for the honor of the imperial cap and robe? His ten powers and four immeasurable minds gradually penetrate eastward and spread westward. The sun and moon shine forth; wind and rain moisten the earth. Slaughterhouses and dried-fish shops are transformed into adorned and pure places; mayflies and cicadas are gathered into the realm of benevolence and longevity. The land of Shenxu is a profound territory, the foundation of the royal traces; the dense capital is the dwelling, where separate lodges reside. Lofty ranges stretch far and wide, and the plains and uplands are fresh and fine. High cliffs rise densely, serving as a bastion for the eastern quarter. The peaks arrayed like clusters of jade make the form of Vulture Peak seem uncomely; the ridges lined with the three jewels make the shape of Kukkuṭapāda seem crude. The cavernous valleys follow the breeze, giving rise to harmonious and elegant melodies; the round pearls accumulate waters, flowing with clear and wondrous sounds. At that time, the jade candle regulated the seasons, and the golden autumn was in key. The master of the regional atlas prepared the rites, and the imperial carriage turned westward for an inspection tour. The six dragons matched their reins, and the seven divisions marshaled their ranks. Thunder moved and clouds shifted; the imperial carriage halted and the royal retinue paused. Thereupon, he established a temple of benevolence in that supreme land. It was completed in no time, both magnificent and serene. Formerly, the night of Zhou first dawned, and the lake of Han was excavated; these events are separated by remote borders, and their traces seem as if surviving or perished. The wise king steers the calendar to widely deliver the realms of existence; earlier sages and later sages take day and night as their span. Using this excellent cause, we reverently pray for Emperor Wucheng and the sagely spirits of the ancestral temple: may they meet Amitābha in the west and ascend to Tuṣita above, looking proudly upon the three realms and standing high overlooking the four crossroads; may their hundred-year-old spirits look down lightly upon the hosts of rulers, guided by the single voice to be afar equal to the Buddha-sun. May the Empress Dowager's fortune surpass the Jiang River, her blessings exceed Mount Tu, her longevity equal the Moon, and her merit match the great Earth. May the Sagely Lord be as bright as the two luminaries, harmonizing his virtue with Heaven and Earth; receiving the tally from the spiritual river, and opening the golden slips on the immortal peaks. The Dragon Offices and Bird Annals cannot rival his vast brilliance; modeling on Heaven and bearing like Earth, how could they illustrate his endurance? May the Crown Prince's virtue flourish in prime excellence and his dao be lofty as the supreme heir, embracing Qi and Song, and nurturing Zhuang and Pi. May the consorts of the six palaces and the brothers of the prince all be adorned with wisdom, like flourishing jade flowers and lush pines, ever serving in the Fragrant Hall and standing firm as bedrock forever. May this widespread benefit be bestowed upon the myriad kinds; may all sentient beings and plants throughout the dharmadhātu and empty space together bathe in the waters of samādhi and together be sheltered by the cloud of the Dharma. If this vow be broken, may I not attain true awakening.
