Your minister Mañjuśrī and others state: We have respectfully received the edict as stated above. Your ministers have heard that the slandering of loyalty and calumniation of goodness have never been absent across a thousand generations; treacherous ministers and rebellious sons have existed through a hundred dynasties. For this reason, the rumors of the Three Overseers brought punishment under an enlightened reign, and the five hundred who turned against the Way willingly accepted death during a sage era. Therefore, the royal majesty must tremble forth, and good fortune is due to the state of Zhou; reform of instruction is briefly imposed, and blessings redound to the drums of dawn. We humbly reflect that Your Majesty: in compassion embraces a hundred kings, in wisdom matches a thousand sages; holding the auspicious tokens of the spiritual ford, grasping the chart of mysterious transformation; appearing and disappearing, shaking the great chiliocosm, galloping forth to respond to all realms of existence. You don subtle forms to guide the foolish and deluded, and roar the Dharma-sound to awaken deaf worldly ears. You went so far as to cut your own throat to devote your mind to the Way, drove nails into your body to seek the scriptures, gave your bones as a pledge to save a bird, and surrendered your life to subdue a beast. You cast aside the fragile body of dust-mote kalpas and gathered the sublime form of a single lifetime. A dragon lurking in the four heavens, you appear beneficially in Jambudvīpa, regarding the seven treasures as light and this One Vehicle as weighty. You gave up amusements in the deep palace, reduced your meals beside the river, cast off the jeweled crown in the forest of austerities, and bartered the Dharma robe with a hunter. Thus, you are able to steer the four dhyānas and opportune-mount the six perfections, destroying and subjugating all heterodoxies as easily as turning over your palm. The three realms are without the alarm of blazing fires; the four forms of birth are freed from the sorrow of sinking and drowning. Furthermore, your sentiments dwell on releasing the net and your will prizes pardoning transgressions; the eighteen [hells] are brought back to life, and the ten thousand states rejoice greatly. We respectfully present this again, requesting that it be passed to the outer court for execution. Respectfully submitted.
