The edict said: "Transgressions are either preventive or intrinsic. The substance of alcohol generates guilt. Now there are people tolerant of alcohol, able to drink without getting drunk, whose spirits are not clouded and who do not give rise to transgressions. Such people who drink alcohol ought not to incur guilt. This means that being able to drink is blameless, while being unable to do so invites fault. What does cutting off alcohol have to do with establishing the goodness of precepts? One could say that those who can drink and tolerate alcohol are perpetually called precept-keepers, while those who get drunk upon drinking little are great sinners."
