[Fu] Yi said: 'Monasteries are numerous and the assemblies of monks are many, causing extreme waste and expense. Let all of these monasteries be granted to destitute orphans and elders, impoverished commoners, and homeless righteous gentlemen. In a prefecture of thirty thousand households, let only one monastery be established, with a thatched hall and an earthen stūpa to enshrine scriptures and images, and dispatch two foreign monks to transmit and demonstrate the foreign teachings.'
