From the Chancellery: We have recently received the memorial of the Grand Master of Works and others, learning of their wish to decide swiftly on the Controller-General of Śramaṇas. Day and night We have conscientiously examined virtue and selected the worthy, yet to whom the duty of continuing the Buddha's mission may be entrusted was unknown. There were some whose virtue was high and years revered, for whom it was unreasonable to embroil them [in administrative affairs]; or some whose talent was profound and understanding aloof, holding themselves high above mundane duties. Now, the Abbot of Siyuan Temple, Dharma Master Sengxian, is benevolent, elegant, admirable, and serene, his clear demeanor a cleansing mirror; deeply astute and quietly bright, his resolve for the Way is pure and radiant. He is indeed capable of this charge, a model to bring harmony to the wondrous assembly. An oral assent was recently given; let an edict order him to serve as Controller-General of Śramaṇas. Furthermore, as an assistant in managing affairs, one is needed who is shared by both the monastic and lay communities. Lately, because Controller Yao handled it alone, this post was abandoned. Now, seeking to support virtue and assist the good, We certainly require the right person. Dharma Master Sengyi of Huangjiu Temple is reverent in conduct and expansive in spirit, warm, intelligent, prudent, and upright; his practice is flourishing and his mastery of the Way superior, making him fit to serve as deputy and wing. He may be made Central Karmadāna (Duweina) to shed luster on the worthy assembly.
