From the Secretariat: The counterfeit māras have evaded punishment for vast kalpas. Crouching like eagles on the four mountains and looking back like wolves upon the five paths, their minds are obstinate and give rein to poison, ever cherishing thoughts of rebellion. Solidly defending their isolated corner, they block the voice of our moral teachings. From the time of Great Penetration downward, and reaching to the Present Auspicious Kalpa, although a hundred kings have followed in succession and a thousand sages have pursued one another, employing a hundred paths to awe and cherish them and a thousand methods to guide them, they still cannot stop those perverse minds or put an end to these heterodox views. Consequently, they cause greed and rivalry to condition one another, while anger and folly rise in turn, forever entangling the four forms of birth and ultimately returning to the six destinies. Reflecting upon this ailment, it truly grieves the heart. Now the prairie fire approaches, and the creeping moisture gradually spreads; it is improper to be lenient with oneself and thereby invite ruin. Let general officers be selected and troops trained, to deliver and suppress according to circumstances. Do not let the common people harbor the lament of yearning for recovery! Let the responsible authorities issue this downwards, and put it into practice with all speed.
