Because the sympathetic responses of the śarīra were not of a single kind, the princes, dukes, and civil officials submitted memorials of congratulations. At that time an edict was issued saying: 'The Chancellery: We respectfully consider that the Perfectly Enlightened One protects and covers all living beings. This is why We direct Our intention with utmost sincerity, aspiring to venerate superior deeds, extending universally to the unseen and manifest realms to create together good causes. Therefore We have distributed śarīra and constructed divine stūpas, and the Great Sage has bestowed compassion, repeatedly manifesting luminous signs. Śarīra have descended their numinous presence into the palace halls, their origins unfathomable, an unprecedented occurrence! This is truly the great good fortune of all living beings, prolonging this fine blessing; how could it have been brought about by Our own meager sincerity? Reading the memorial, Our awe and reverence deepen. At present there are still authentic bodily śarīra remaining; let them be distributed in accordance with the previous regulation to fifty-three prefectures throughout the seas, in the hope that those in the three woeful destinies and six paths may all be freed from the hindrances and defilements, and that all who possess consciousness and contain spirit may together ascend to the wondrous fruit.'
