Deliberating on not bowing clarifies that śramaṇas should not bow to laypeople. The Sacred Sovereign, having deep regard for the Teaching of Names, ordered bowing to the ruler and parents. Concerned that this might depart from the open path, he permitted court deliberations to be convened. Consequently, outspoken scholars offered their counsels by the hundred, and ministers of the state vied with one another to present clear arguments.
