奕云。寺多僧眾損費為甚。但是寺舍請給孤老貧民無宅。義士三萬戶。州唯置一寺。草堂土塔以安經像。遣胡僧二人傳示胡法。

[Fu] Yi says: 'Monasteries and saṅgha assemblies are numerous, causing severe loss and expense. Let all monastic residences be bestowed upon orphans, the elderly, and destitute people without homes, thirty thousand households of righteous persons. In each prefecture, establish only one monastery, with a thatched hall and earthen stupa to house the sūtras and images, and dispatch two barbarian monks to preach and display the barbarian Dharma.'
