"Now, considering the teaching of the Śākya clan: it urges by means of goodness, transforms by means of benevolence, practices not killing to put an end to killing, and cuts off the karma of killing. Because the karma of killing is cut off, the people fear transgression. When kings administer governance, they confine people in prisons and regulate them with punishments, intending to use killing to put an end to killing. They do not cut off the karma of killing. Because it is not cut off, the people are not restrained. The Da zhidu lun says: 'Killing has ten crimes: first, the mind constantly harbors malice without interruption across lifetimes; second, sentient beings detest and take no joy in seeing the person; third, the mind constantly harbors evil thoughts and contemplates evil matters; fourth, sentient beings abhor the person as though seeing a poisonous snake; fifth, during sleep the mind is terrified, and waking is also uneasy; sixth, the person constantly has nightmares; seventh, at the end of life, the person dies in madness, terror, and misery; eighth, the person plants the karma of a short lifespan; ninth, upon the destruction of the body and the end of life, the person falls into niraya; tenth, if reborn as a human, the person will constantly be poor and short-lived.'"
