器局和允。識慮優長。禮綜夏殷。樂窮韶武。百官氏族之諱。九州土地之宜。憲章經國之圖。訓世字民之術。朝政之事知無不為。其位彌高其心彌下。皇隋建極實有殊功。而善達世間。早知幻化。存心出要。篤志香城。至於七覺花臺。三明寶殿。瑠璃梵宇。碼碯禪龕。柰苑祇園。竹林檀閣。遊者忘返一一留人。凡是名僧海內大德。慧崇禪師道彥法師等。並感其敬信。同起伽藍。又延信行禪師別起禪院。五眾雲聚三學星羅。道俗歸依莫斯盛也。又造積善尼寺。頗亦嚴華。

His capacity and judgment were harmonious and equitable; his insight and deliberation were superior and far-reaching. In ritual he synthesized the Xia and the Yin; in music he fully fathomed the Shao and the Wu. The taboos of the clans of the hundred officials, the aptitudes of the lands of the nine provinces, the models and laws for governing the state, and the arts of instructing the world and nurturing the people—in the affairs of the court government, there was nothing he knew that he did not enact. The higher his station rose, the humbler his heart became. In establishing the imperial governance of the Sui, he indeed possessed extraordinary merits. Yet he fully realized the ways of the world, early on recognizing their illusory transformations; setting his mind on the essentials of transcendence, he earnestly directed his resolve toward the Fragrant City. As for the flower-terraces of the seven factors of awakening, the jeweled halls of the three clarities, the lapis-lazuli Sanskrit sanctuaries, the agate meditation niches, the Mango Groves and Jeta Groves, the bamboo groves and sandalwood pavilions: visitors forgot to return, each feature detaining people. All celebrated monks and great virtuous ones of the realm, such as Dhyāna Master Huichong and Dharma Master Daoyan, were moved by his reverence and faith, and jointly founded the saṅghārāma. Furthermore, he invited Dhyāna Master Xinxing to separately erect a meditation cloister; the five assemblies gathered like clouds, and the three trainings were arrayed like stars. In the taking of refuge by both clergy and laity, nothing was more magnificent than this. He also built the Jishan Nunnery, which was also quite solemn and splendid.
