There was no need for bald crowns; having originally complied with the supreme teachings, what need was there for shaved heads? This can be described as having no blemish on one's body yet delighting in wearing shackles and manacles, or having no mourning calamity in one's family yet loving to reside in unhemmed mourning hemp. What extreme stupor and madness—truly lamentable and painful! Formerly, when Han Emperor Ming was moved by the dream and this Dharma first arrived, he still ordered foreigners to erect shrines, not permitting Chinese scholars to follow and practice it. The Wei inherited the Han's regulations and continued according to the old precedents. In the days of Shi Le, out of affection for their barbarian ways, because of Fotudeng, a śramaṇa who corrected the world, even the vulgar and lowly, and those avoiding corvée, vied to shave their heads. The world cannot realize this—this is their ninth delusion.
