石趙嬴秦。君之暴者也（史記。石趙即石勒也。東晉元帝時專於殺戮。史記。嬴秦始皇也。縱行無道吞併天下之兇暴也）。

Shi Zhao and Ying Qin were tyrannical rulers. (The *Shiji* states that Shi Zhao is Shi Le; during the time of Emperor Yuan of Eastern Jin, he devoted himself to slaughter. The *Shiji* states that Ying Qin is the First Emperor; he indulged in unprincipled acts and was violent in swallowing up the world.)
