3.46

禮主敬。非但崇於玉帛。所貴乎安上治民也（禮所以辯上下定民治。故安上治民莫加於禮）。

Ritual has reverence as its master; it is not merely the exalting of jade and silk, but what is valued is bringing peace to superiors and order to the people. (Ritual is that by which superior and inferior are distinguished and the governance of the people is fixed; therefore in bringing peace to superiors and order to the people, nothing surpasses ritual.)
