曰。西方有聖者焉。不治而不亂（此明如來無為之大端也。謂不以法度所治自不作亂也）。

and said, "There is a sage in the west: he does not govern, yet there is no disorder (this explains the great foundation of the Tathāgata's non-action; it means that without using laws and measures to govern, disorder naturally does not arise);
