The śramaṇa Xuanzang states: I have respectfully seen the imperial edict stating that when monks and nuns commit offenses, the clause subjecting them to secular law shall be suspended, and they shall return to the old regulations. Unmerited grace has suddenly been conferred upon the monastic community; boundless kindness has again moistened the market of the profound. Basking in the sun and bathed in the Way, this is truly glorious; cowering upon the earth and examining my conduct, I feel only increasing shock and dread. I consider that after the Dharma King passed away, the Semblance Teaching was transmitted in vain; the regulations for exalting and continuing it were entrusted to enlightened rulers. I humbly consider that Your Majesty the Emperor, possessing the precious orb, governs the cosmos, and mounting the golden wheel, drives along correctness. You have looked kindly upon this teaching of Śākya, continually cherishing its propagation. Considering that those who take the tonsure in the profound gate originally differed from the secular crowd, though their feelings are caught in the five corruptions and their vinaya practice is much deficient, yet their bodies wear the three robes and the field of merit resides therein. You have excised the tight net of harsh laws and spread forth broad benevolence; having faith in the true words from the golden mouth, You have consented to this dedication of merit. This surely gladdens the heavenly deities, who respond with auspicious omens; how could it be only that the fellow monks cherish gratitude and reinforce their devotion? If anyone turns his back on this leniency and brings blame upon himself, he will violate the strict commands of the Great Master and impair the profound compassion of the Sagely Ruler. Any being among the bright spirits will naturally bring down retribution upon him; why wait for the laws of criminal redress to penalize his crimes of deceit? Xuanzang is mediocre and benighted, and has rashly mingled among the Dharma stream. Constantly presuming upon immense grace, I have already harboured shame and dread; reverently receiving such exceptional favour anew, I am ever more fearful. Only because I have recently suffered from illness, I have been unable to proceed to the palace along with the others. Unable to bear the sincerity of my reverence, I have respectfully sent my disciple Mahāyānaprabha to present this memorial to express my thanks. Respectfully submitted.
