右臣竊觀度災禦難之法不過祕密大乘。大乘之門灌頂為最。今屬閏夏之月百花皆榮。伏望　命三藏不空。於前件寺為國修一灌頂道場。其道場有息災增益之教。有降伏歡喜之能。奉此功力以滅群兇。上滋　聖壽無彊。承此兆久清泰。臣素無才行。忝奉驅馳。謹獻愚誠。倍增戰汗。如　允臣所奏。請降

Regarding the above, your minister stealthily observes that the methods for dispelling calamities and defending against disasters do not exceed the Secret Mahāyāna. Among the gates of the Mahāyāna, abhiṣeka is paramount. Now, during this intercalary summer month, the hundred flowers are in full bloom. I humbly pray that You will command Tripitaka Amoghavajra to prepare an abhiṣeka arena at the aforementioned temple for the sake of the state. This arena has teachings for pacifying calamities and increasing benefits, and the ability to subdue and gladden. Upholding this power to eradicate the evil multitude, it above nourishes the Sage's boundless longevity, and taking this omen, long brings tranquility and peace. Your minister originally lacks talent and virtue, yet is humbled to receive Your commissions. Respectfully offering my foolish sincerity, my trembling and sweating redouble.
