牒奉　勅大聖文殊師利菩薩法王之子。威德特尊為諸佛之導師。洗群生之心目。康我兆庶。是拯無邊。不有尊崇。人何瞻仰。今京城大德懇茲申奏。雅合聖典。所請宜依牒。至准。

The dispatch has received the imperial decree: 'The Great Sage Mañjuśrī Bodhisattva is the Son of the Dharma King, whose awesome virtue is exceptionally revered, and who is the guide of all Buddhas. He cleanses the hearts and eyes of all living beings, brings peace to our myriad people, and rescues them boundlessly. If he is not venerated, to whom shall people look up? Now the bhadantas of the capital have earnestly submitted this memorial, which elegantly accords with the sacred scriptures. The request is approved.' When the dispatch arrives, let it be in accordance.
