右特進試鴻臚卿大興善寺三藏沙門大廣智不空奏。伏以化度寺護國萬菩薩堂。並依臺山文殊所見。乘雲駕象凌亂楹梁。光明滿堂不異金閣。奉去年十二月二十三日　恩命。賜香兼宣　口勅。命不空簡擇念誦大德。及命寺主智藏專撿挍道場。其前件大德等。或業茂真言學通戒律。或敷宣妙旨轉讀真乘。望抽住於此中。每年三長齋月。精建道場為國念誦。必有事故隨闕續填。其堂內外施及功德一物已上茲請三網專句當冀不遺漏。

Presented by Amoghavajra of Vast Wisdom, Specially Promoted, Acting Chamberlain of the Court of Imperial Regalia, Tripitaka Śramaṇa of Daxingshan Temple: I humbly consider that the Hall of Ten Thousand Bodhisattvas for the Protection of the State at Huadu Temple was entirely built in accordance with what was seen of Mañjuśrī on Mount Wutai—riding clouds and mounted on elephants, soaring amidst the pillars and beams, the light filling the hall being no different from the Golden Pavilion. On the twenty-third day of the twelfth month of last year, I received the gracious command bestowing incense and orally declaring the imperial decree, commanding Amoghavajra to select bhadantas proficient in recitation, and commanding Zhizang, the Abbot of the temple, to specially oversee the arena. As for the aforementioned bhadantas: some flourish in the practice of mantras and are well-versed in the vinaya rules; some proclaim the wondrous tenets and chant the True Vehicle. I request that they be selected to reside here, and during the three long vegetarian months of each year, diligently establish the arena and perform recitations for the State. Should any circumstance arise, replacements will be filled as vacancies occur. Regarding the offerings and meritorious donations inside and outside the hall, for every single item and above, I hereby request that the Three Sangha Officials take dedicated charge, in the hope that nothing will be lost.
