On the fifteenth day of the second month, an imperial edict ordered that the construction of the Pavilion of the Great Holy Mañjuśrī for the Protection of the State be initiated in the Scripture Translation Cloister of Daxingshan Temple. The bhadanta monk Xiuyan was made commissioner of the construction, and the śramaṇa Huisheng was made co-inspector. The śramaṇa Amoghavajra states: I humbly received the gracious command to translate this scripture. Protected and sustained by heavenly power, the work on the scrolls has been completed. The names, dates, and locations of the certifiers of meaning and scribes, both monastic and lay, are all listed at the end. On the Dragon Boat Festival of last month, the presentation [to the throne] was completed. The sagacious mind graciously created an order permitting its dissemination. Amoghavajra is truly joyful and awed, ashamed and grateful. Amoghavajra has heard that the one who establishes the teachings is the Tathāgata, while the one who widely propagates them is the sovereign; who but a sagacious ruler could carry out the affairs of the Buddha? Humbly I reflect: Your Majesty revolves the sun and moon along the ecliptic and bestows rain and dew upon the common people. The moistening reaches all beings, and the monastic order is particularly favored with profound grace; examining myself, I know not how to repay it. Moreover, this scripture is the root source of the myriad practices and the extraordinary praise of the Pure Land; the bodhisattva's great vows, merit, adornments, samādhis, supernormal powers, and the Tathāgata's seal of Dharma are all fully present within it. Even briefly hearing and rejoicing in it brings inexhaustible merit, so what limit could there be to the virtue of reading, reciting, accepting, and upholding it? I hope to use this Dharma benefit to repay a ten-thousandth of your grace. I specially request the heavenly grace to command that seven monks in large monasteries and three monks in small monasteries throughout the realm constantly expound, read, and recite it for the sake of the state in the newly established Mañjuśrī Cloisters. When there are vacancies, let them be continually filled, making certain that the sound of Dharma and the transmission of the lamp never cease, perpetually bringing peace to all the realm and forever protecting the sagacious person. Unable to bear my utmost earnest wish, I respectfully present this memorial to bring it to your hearing. The śramaṇa Amoghavajra, truly petitioning and awed, respectfully speaks.
