5.11

奉　勅語僧惠勝。和上在日。阿師子偏得意旨。今聞於塔所焚香火守護。先於和上邊受得普賢念誦法。與朕同尊。努力精修三年滿後。即來對朕與商量本尊法。所請依住。

Having received the imperial edict, instructed the monk Huisheng: When the Upādhyāya was alive, you, ācārya, particularly grasped his intention. We now hear that you burn incense and keep watch at the stūpa site. Formerly you received the Samantabhadra recitation method from the Upādhyāya, sharing the same principal deity as Our own. Exert yourself in diligent cultivation, and after the three years are fulfilled, come at once before Us to discuss the method of the principal deity. What was requested to reside is approved.
