Submitted by the Bhadantas of the Capital, the Specially Advanced, Acting Court of Imperial Regalia Chamberlain, Tripiṭaka Śramaṇa of Daxingshan Temple, Da Guangzhi Amoghavajra and others: Having unworthily joined the monastic order, we have long cultivated pure conduct, studied and translated the sacred scriptures, and somewhat awakened to the profound portal. The Great Sage Mañjuśrī Bodhisattva has comprehensively propagated both the Mahāyāna and the esoteric teachings. Now he resides on Mount Wutai, bestowing blessings upon the myriad people. We humbly reflect that His Majesty, the Baoying Yuansheng Wenwu Emperor, possesses virtue matching Heaven and Earth and brilliance rivaling the sun and moon, whose boundless fortune brings peace to our people. We humbly request that from now on, throughout the realm, in the dining halls [of monasteries], an image of Mañjuśrī be specially installed above Piṇḍola to serve as the senior seat. Consulting the sacred scriptures, there is explicit textual authority: even the Tathāgata of the Saṅghika obeyed his instructions, and all who leave household life should naturally tuck up their robes [in reverence]. Samantabhadra and Avalokiteśvara still hold whisks and act as his attendants; the Śrāvakas and Pratyekabuddhas hold brooms and stand behind him. This is indeed the practice throughout the land of India, and is not merely the humble view of us monks. We also request that this be made a permanent rule forever.
