In the ninth month of the seventeenth year of the Zhenguan reign era of the Tang dynasty, Li Xiyu, the Area Commander of Liangzhou, while patrolling his territory, reached the boundary of Changquan County to the southeast of the prefecture. There was an inscription on a stone tablet totaling one hundred and ten characters, which included such words as 'Seven Buddhas', 'Eight Bodhisattvas', 'Supreme Fruit', and 'Buddha-field'. He memorialized the matter to the throne in a report. An imperial decree was issued ordering a reinvestigation, which found everything just as he had reported. Orders were handed down to the responsible officials to dispatch an urgent imperial edict granting the Liangzhou Area Command a one-year exemption from taxes and corvée, and pardoning criminals.
