The Records of the Western Regions states: 'Nāgārjuna Bodhisattva constructed seven hundred stupas in the country of Vārāṇasī. Those built by other ordinary mortals and noble ones were immeasurable. Directly along the Nairañjanā River, more than a thousand stupas were erected, and a great unrestricted assembly was held once every five years.'
