十三食肉鬼（由以眾生身肉。臠臠秤之。賣買欺誑。因受此報多詐醜惡人惡見之。祭祀雜肉方得食之）

20. Flesh-eating ghosts (because they weighed the flesh of sentient beings slice by slice and committed fraud in buying and selling; receiving this retribution, they are full of deceit, ugly, and detested by people, and only get to eat when mixed meat is offered in sacrifice).
