71.23

若就人中。北單越人唯成意地三善業道。而不現行。不斷善故。至劫盡時人皆修禪。彼獨不能離欲非分。自餘三方皆有十善有不具者。

In terms of humans: the people of Uttarakuru only possess the three wholesome courses of karma of the mental ground, but do not put them into active function. Because they do not sever goodness, when the kalpa comes to an end, people all cultivate dhyāna; they alone cannot do so, as detachment from desire is beyond their capacity. As for the other three continents, all have the ten wholesome deeds, though some are incomplete.
