Now, the thousand Buddhas mount the radiance [of wisdom], and the myriad spirits look up to their illuminating brilliance. Observing beings' capacities and adapting to their needs, the utmost sages manifest boundless grace. For this reason, the sage sets forth blessings to encourage goodness, and reveals misfortunes to admonish against evil. Petty people deem goodness to be of no benefit and thus do not practice it; they deem evil to be harmless and thus do not abandon it. Yet sayings about retribution of misfortune and blessings are regarded [by them] as flowery but insubstantial, whereas discourses claiming no benefit and no harm are believed and verified [by their shallow views]. Therefore, the Great Sage, moved by loving-kindness and compassion, pities their foolish delusions, broadly sets in motion the six pāramitās to guide the four modes of birth, and widely proclaims the two truths to halt the poisons of the three realms of existence. Thus, mounting boundless compassion, he responds to the capacities and conditions of the Bhadrakalpa.
