三者內外緣具自破己善亦破他善。於諸善事無隨喜心。所以造罪。

The third is that with internal and external conditions fully present, one destroys one's own wholesome roots and also destroys those of others, lacking any mind of rejoicing in wholesome deeds; this is why they commit sins.
