Under the Northern Qi dynasty, Zhen Zirong once served as Commissioner for Clearing Obstructions at Jingxing. He amassed a vast fortune in bribes and was impeached. The Qi ruler wished to enforce the law and intended to investigate him thoroughly, so he assigned Cui Yuan, Adjutant for Urban Administration of Bingzhou, together with Cai Hui, Secretariat Drafter, to jointly conduct the inquest. However, Zirong's actions had all taken place before a general amnesty; Yuan and the others, watching the ruler's intentions, suppressed the facts to place them after the amnesty. When Zirong was about to be executed, he voiced his grievances in a hundred ways, but since he obtained no fair hearing, he swore: 'If these people live in peace and good fortune, then there is no Heavenly Way!' Fifteen days later by the law, Yuan died suddenly without any illness. After about a year, Cai Hui fell ill and was bedridden; his flesh rotted and sloughed off completely in immense torment, and he passed away after about a hundred days.
