The Sifen lü says: At that time, one hundred years after the parinirvāṇa of the World-Honoured One, the Vṛjiputra bhikṣus of Vaiśālī practiced ten points, claiming: 'These practices are pure and permitted by the Buddha: it is permissible to take food with two fingers; permissible [to eat] between villages; permissible [to eat] within a monastery; permissible [to carry out acts with] subsequent approval; permissible [to follow] customary practice; permissible [to drink milk after meals]; permissible to stay overnight with salt; permissible to drink unfermented wine; permissible to possess a sitting mat that is not cut; and permissible to receive gold and silver.' On the poṣadha day, they divided among themselves the gold and silver donated by the dānapatis. Thus, examining and investigating them one by one, [it was concluded that] these ten points were contrary to the Dharma, contrary to the Vinaya, and not taught by the Buddha. Thereupon, casting the voting tallies (śalākā) at Vaiśālī, seven hundred arhats assembled to deliberate on the Dharma and Vinaya; hence it is called the Council of Seven Hundred on the Dharma and Vinaya.
