The Chancellery: We respectfully consider that the Fully Awakened One protects and shields the myriad classes of beings, rescuing living beings from the ocean of suffering and delivering the deluded from the burning house. This is why We direct Our mind in dedication with the utmost sincerity, firmly fixing Our thoughts on taking refuge, hoping to share with all ministers and subjects across the realm, reaching to both the unseen and visible realms, in jointly venerating this supreme enterprise and cultivating wholesome causes together. Therefore We have distributed the śarīra and constructed spiritual pagodas, whereupon the Great Sage in his compassion has repeatedly displayed radiant marks. Śarīra have manifested their divine presence within the palace, their origin unfathomable, naturally transforming and appearing. We rejoice and receive them atop Our head, having attained what has never existed before. This is truly the great fortune of the multitude of beings that has extended this auspicious blessing; how could it have been brought about merely through Our meager sincerity? Having examined the memorial presented by the princes, dukes, and others, Our awe and reverence have deepened all the more. We together with the princes, dukes, and all the common folk ought to exert Ourselves even more strenuously to glorify and uplift the Three Jewels. At present there are still fifty true forms of śarīra. The relevant offices may follow the previous protocol to distribute and dispatch them throughout the realm. May all beings in the three wretched paths and the six destinies be freed from hindrances and fetters, and may all endowed with consciousness and sentience ascend together to the marvelous fruition. Let the authorities carry this into effect.
