If a bodhisattva uses excellent, untainted material goods to make offerings to the Tathāgata and caityas, whether obtained through one's own power, sought from others, or acquired as wished; or manifests phantom bodies—two, three, or up to hundreds, thousands, millions, or billions of bodies—all paying homage to the Tathāgata, with each body manifesting hundreds of thousands of hands, and each hand offering diverse flowers and fragrances to the Tathāgata and caityas, and all these bodies praising the Tathāgata's true virtues and benefiting sentient beings: such offerings as these are termed offerings through sovereign power at will, which do not depend on the Tathāgata appearing in the world. Why is this? Because a bodhisattva abiding on the stage of non-retrogression is never obstructed in any Buddha-field.'
