The Dharma master on the high seat whom you saw is a denizen of hell. In the time of Kāśyapa Buddha, he was a monastic. He did not understand the Vinayapiṭaka: he explained grave offenses as light, and light offenses as grave; he declared those with roots [of offense] to be without roots, and those without roots to have roots; he said that those who ought to repent need not repent, and insisted that those who ought not to repent must repent. Therefore, he entered hell, where he sits upon a high seat burned by fire, suffering pain without respite even to this day.
