Furthermore, the Baoliang jing states: The Buddha said, 'If a bhikṣu managing affairs gives rise to anger and, because of his authority, orders and drives about persons of great virtue who uphold the precepts, he will therefore fall into hell; if he attains birth as a human, he will become a slave or servant beaten and whipped by bitter masters. Furthermore, if a bhikṣu managing affairs, because of his authority, creates further heavy regulations exceeding the Saṅgha's regular rules, punishes bhikṣus, and compels them to work at improper times, because of this unwholesome root, he will fall into the Minor Hell of Many Nails. Having been born therein, his body will be pierced and pinned down with hundreds of thousands of nails, his body blazing like a great mass of fire. Furthermore, if a bhikṣu managing affairs frightens those of great virtue who uphold the precepts with grave matters and speaks with an angry mind, he will be born in hell; the tongue he obtains will be five hundred yojanas long, and his tongue will be pierced with hundreds of thousands of nails, with great flames emerging from each and every nail. Furthermore, if a bhikṣu managing affairs frequently receives Saṅgha property, hoards it out of stinginess, gives it to the Saṅgha at improper times, gives it with difficulty, gives it grudgingly, gives little, does not give it, gives to some and does not give to others, because of this unwholesome root, there are foul preta who constantly eat balls of dung, and when this person's life ends he will be born among them; for hundreds of thousands of years he will constantly get no food, or sometimes his food will turn into feces, or turn into pus and blood. Therefore, Kāśyapa, a bhikṣu managing affairs would rather eat his own flesh than ever mix and use the property of the Triratna to make robes, bowls, food, or drink.'
