18.56

第十四復有眾生。常為獄卒桎梏其身。不得免脫。何罪所致。佛言。以前世時。坐網捕眾生。籠繫人畜飢窮困苦。或為宰主令長。貪取財錢。枉繫良善。怨酷昊天。不得縱意。故獲斯罪。

"Fourteenth, there are sentient beings whose bodies are constantly shackled in fetters by the hell wardens, unable to escape. What sin brought this about?" The Buddha said: "In their past lives, it was due to catching sentient beings with nets, caging people and beasts in starvation and distress; or, as governing officials and magistrates, greedily taking wealth and unjustly imprisoning good people so that they cried out in resentment to high Heaven, unable to be free. Therefore they incurred this sinful retribution."
