Furthermore, the Sapuoduo lun says: On ground belonging to the saṃgha of the four directions, one must not build a stūpa. Planting crops for the Buddha-Dharma is done by oneself; if the saṃgha is harmonious, it is permissible, but if not harmonious, one must not do it. If on the saṃgha's ground there are various flowers, a pure person (kalpikāra) should pick them and offer them in turn to the saṃgha for their use as offerings as they wish; one must not privately take them to make offerings to the Triratna for oneself. If flowers are plentiful and the saṃgha cannot finish using them, if the saṃgha is in harmony, they are permitted to take them as they wish. Inside the saṃgha's living quarters, one must not erect stūpas or make images, because being near humans it is foul, defiled, and impure. In a multi-storied building, if sūtras or images are on the lower floor, one must not reside on the upper floor. Flowers from stūpa grounds must not be offered to the saṃgha or the Dharma; properly, they should only be offered to the Buddha. These flowers may also be sold to obtain money to be used for offerings to the stūpa. If water belongs to a stūpa, it should be used for offerings to the stūpa. If there is a surplus after use, if the person who exerted the labor is a stūpa attendant, this water should be sold and the money should belong to the stūpa; it must not be used for other purposes. If it is used, calculate the money and it is an offense. If inside the stūpa there is no attendant, and the labor for providing water is entirely provided by the saṃgha members, the remaining water, whether much or little, should be carefully considered and used.
