The Commentary says: The preceding section has clarified for ordinary beings how various sinful obstacles generate karma based on body and speech. If we discuss noble ones, such as stream-enterers (srotāpanna) and the like, when they emerge from contemplation and lose mindfulness, it is possible for them to generate slight unwholesome thoughts in the mind, give rise to evil vows, and the like. For those who still possess the fetters of desire, although greed and anger are strong, being somewhat like other ordinary beings, they only give rise directly to greed, desire, anger, and arrogance without further reflection; they do not generate minds with wrong views, nor do they generate minds of killing, stealing, and the like. As according to the Abhidharma, they may possess retinue and perform light unwholesome karma such as striking with fists. According to the Tattvasiddhi-śāstra, they have mental unwholesomeness, but even if they move body and speech, this does not constitute karmic retribution—just as a drop of water on a hot cauldron, though wet, immediately dries.
