Furthermore, the Saddharmasmṛtyupasthāna-sūtra says: “What is called theft? Suppose a person thinks: ‘I wish that all kinds of grains and wheat ripen for me alone, and that the five grains do not mature for the people of the world.’ He constantly engages in such unwholesome thinking. Later, at another time, the sentient beings have meager merit, and the crops in the fields yield no harvest. When such an evil person sees famine in the world, joy arises in his heart, [thinking:] ‘It is just as I had intended.’ Selling at market, with a crooked mind and deceitful fraudulence he measures the grains and wheat to cheat and delude people, completely accomplishing the karma. If the mind thinks it, it is called the karma of intention; when he commits the deception, it is called the karma of deception; having committed the karma of deception, it is called completed karma.”
