The Commentary states: In this single teaching, there are also provisional and real [teachings]. Regarding the provisional teaching, based on the Vinaya, when the Bhagavat first achieved bodhi, in order to cross over coarse and evil ordinary persons who were not yet capable of receiving the subtle, he provisionally spoke in the gradual teaching of the three kinds of clean meat: those free from seeing, hearing, and suspecting [that it was killed for oneself], not killed for one's own sake, left over by birds, or naturally dead—these he permitted them to eat. Moving from the coarse to the subtle, he gradually caused them to abandon faults. This was the intention for a specific time, an incomplete teaching. If based on the real teaching, from the time he attained bodhi until the night of nirvāṇa, the Great Sage earnestly, from beginning to end, never permitted it.
