The Mahāsāṃghika Vinaya says: The Buddha permitted thread whisks, fine cotton whisks, coarse cloth whisks, and tree-bark whisks. Whidks made from cat tails, cow tails, or horse tails, as well as those with handles adorned with gold and silver, may not be held.
