寶積經云佛言。我許二種比丘營事。一能持戒。二思於後世。又二人一知識業報二有諸慚愧及悔心如是人等。營眾事自無瘡疣護他意此事難故。

The Ratnakūṭa-sūtra states that the Buddha said: "I permit two kinds of bhikṣus to manage affairs: first, those able to maintain the precepts; second, those mindful of future lives. Again, two kinds of people: first, those who understand karmic retribution; second, those with shame and remorse. People such as these, when managing the assembly's affairs, are themselves without blemish and protect the minds of others, because this matter is difficult."
