The Buddhapiṭaka-sūtra says: “One who has not personally realized the Dharma, yet sits on a high seat to expound it for others, falls into hell according to the law [of karma].” The Sarvāstivāda-vinaya says: “If one's own understanding is not yet clear and one harbors doubts about the Dharma, one must not expound it for others, lest there be the fault of erroneous transmission and both parties incur guilt.” The Avataṃsaka-sūtra says: “Harboring stinginess toward the profound Dharma and refusing to expound it to those who are capable of being transformed; or, upon receiving material gains, respect, and offerings, forcing oneself to expound it even though [the recipient] is not a vessel of the Dharma.”
