The Nirvāṇa-sūtra states: 'Long hair is a sign of breaking the precepts.' The Mañjuśrīparipṛcchā-sūtra states: 'When the hair is two fingers long, it should be shaved.' The order for shaving hair has four ranks: first, the sthavira (senior elder); second, the person whose hair is long; third, if they are equally long, the one who washed first is permitted; fourth, the person with monastic affairs (a person attending to the Sangha's duties). For the above four kinds of people, one should evaluate seniority and urgency, deferring and letting them go first.
