The Vinaya says: "'Inexhaustible wealth' refers to the unending cycle of principal and interest. The Record of the Two Capitals says: 'In the monasteries there are inexhaustible treasuries.' Furthermore, Empress Zetian's Preface to the Sūtra says: 'Taking what was amassed by the two parents, and employing the former dwellings in the two capitals, none failed to be united as shrines of the Saṃgha, all serving as inexhaustible treasuries.' The Ten-Recitation Vinaya says: 'To lend out property belonging to the Buddha's stūpa with interest, the Buddha permitted it.' The Mahāsāṃghika Vinaya says: 'If flowers offered to the Buddha are plentiful, it is permitted to sell them to buy incense oil; if there is still an excess, sell them and enter it into the Buddha's inexhaustible wealth.' (Examining the various vinayas, the Three Jewels all have inexhaustible wealth.)
