掣繩 [pulling the rope] (The first character is 闡 + 熱 [chè], also pronounced 昌 + 制 [chì]; here the first pronunciation is adopted. The Shuowen says: "To pull and release." It is composed of 手 with 制 phonetic; also written as 𤸪 or 摯. The second character is 常 + 仍 [shéng], meaning cord or rope).
