躁擾 (zào-rǎo; fanqie: zǎo + dào [zào]. Zheng [Xuan]'s commentary on the Lunyu says: 'Restless and not quiet.' The posthumous naming rules (Shifa) say: 'One who loves constantly agitating the people is called 躁.' The Yupian says: '躁 means agitated movement.' The Shuowen jiezi writes it as 趮.)
