安撫 (fú + wǔ [fǔ]. Zheng's commentary on the Zhouli says: '撫 also means to pacify.' Du's commentary on the Zuozhuan says: 'To comfort and care for.' Shuowen: 'To soothe. Derived from 手 (hand), with 無 as phonetic').
