統攝 (The first character has the fanqie tong + dong [tǒng]. The Kaosheng says: 'To govern and command.' The second character has the fanqie shang + ye [shè]. Bao Xian's commentary to the Analects says: 'Shè means to combine.' Zheng Xuan's commentary to the Liji says: 'To act as deputy.' The Shuowen says: 'To hold.' It is derived from shǒu [手, hand] with niè [聶] phonetic. Niè has the fanqie ni + zhe [niè]).
