嬈亂 (Disturb and agitate): 嬈 (*rao*) is pronounced 乃 (*nai*) + 鳥 (*niao*) [rǎo]. The *Sancang* says: '嬈 (*rao*) means to perturb.' Kong Anguo's commentary on the *Shangshu* says: '擾 (*rao*) means troubled.'
