撫其孤弱（撫麩禹反漢書集注曰撫慰也鄭注周禮曰撫按也杜注左傳曰撫恤之也）。

"Comfort their orphans and weak" (撫 [to comfort] has the fanqie fu + yu. The collected commentaries to the Hanshu state: "撫 means to comfort." Zheng's commentary on the Rites of Zhou states: "撫 means to press down [and quiet]." Du's commentary on the Zuo zhuan states: "撫 means to pity and support them").
